The Level 4 perk works for the whole team, not only you.

How to Unlock Tank
Classes are bought with Cores at the class shop in the lobby. Sportskeeda and Deltia's Gaming say the shop restocks every 12 hours and Deltia's Gaming says the stock is random, so Tank may not be for sale when you look. Check back after the next restock.

Once you own more than one class, Fandom's Classes page says 2,500 Cores roll a random passive from another class you own onto the one you play.
